Either way, it seems like at least the higher-ranking demons have access to some of that, as they’ve been shown a couple of times creating demons without Muzan present.
After giving some blood to a human, they don’t turn into demons right away, as Muzan has to approve that human first. Either the demon present or the blood itself tells Muzan that a human wishes to become a demon, and if he meets Muzan’s standards and his body is not immune to the blood, then the transformation will be complete. The only other thing to keep in mind is that if the human knows Full Concentration Breathing, he will need more blood to transform than a normal human.
