Bounties have an interesting role in the One Piece series, especially as the narrative grows and changes over the years. Initially, they were held largely by pirates. With their bounties taken into account, there was generally a decent idea of how threatening the World Government found each major pirate. However, One Piece introduced another criminal organization into the series; the Revolutionary Army. Rather than fighting for money or power of their own, revolutionaries are instead motivated by a greater goal of removing the influence the World Government has over the various nations. This goal requires actively antagonizing the government, meaning revolutionary bounties will tend to skew fairly high.
A far more recent development further complicated the bounty system; the Cross Guild. This pirate-run military organization is powerful enough to put bounties on the Marines. Either way, it has been clear for a while that bounties are not just for pirates anymore. While certain figures are retired from piracy but still command impressive sums, this list will focus on figures that, for the moment, have not been identified as pirates in any serious capacity. There will also be a focus on bounties with either a known floor or ceiling (IE: this character has, at least at one point, had a listed bounty.) Figures such as Ivankov and Dragon, with for the time exclusively speculative bounties, will not be listed.

Nico Olvia
Bounty: 79,000,000 Belly
- Archaeologist from Ohara, intended to study the Void Century, a forbidden topic
- Branded as a fugitive due to the nature of her work
- Mother of “Devil Child” Nico Robin, a fugitive who later became a pirate and revolutionary
Although never a pirate herself, Robin’s mother knew her work made her a target. She wished to investigate the Poneglyphs, in order to spread the truth about the Void Century, which is still largely unknown. She was captured along with a number of other archaeologists from Ohara. She eventually perished in the World Government-ordered Buster Call, which destroyed Ohara’s surface and killed most of its people. The sole known survivor was Nico Robin, who ended up joining the Straw Hat Pirates.
Olvia’s bounty was revealed in Vivre Card – One Piece Visual Dictionary. It went unclaimed during her lifetime, but the actions leading to her death inspired another horde of non-pirate bounties. Former Marine, Monkey D. Dragon was disgusted at the actions of the World Government, and inspired to form the Revolutionary Army in order to prevent atrocities such as the massacre at Ohara.

Lindbergh
Bounty: 316,000,000 Belly
- Revolutionary Army Commander
- Of the Mink Tribe, a natural-born warrior
- Enjoys building and using weapons
Lindbergh is a commander in the revolutionary army, specifically operating its southern branch. He is a cat mink, who enjoys creating wartime technology. His inventions include the Cool Shooter, a gun that can freeze parts of a target’s body, as well as a Laser gun, which he used to cut the chains of slaves owned by World Nobles.
Lindbergh’s rank alone nets him a fairly hefty bounty, as every commander has at least a 100,000,000 Belly bounty on their head. It is unknown what helped determine his exact sum, but it is slightly higher than that of his fellow commander, Morley, a giant and newkama, who had the distinction of formerly being a pirate.

Karasu
Bounty: 400,000,000 Belly
- Revolutionary Army Commander
- Has a Logia Devil Fruit power: Susu Susu no Mi
- Mumbles a lot, somehow still heavily responsible for communications
Karasu commands the northern branch of the Revolutionary Army. He wears an intimidating plague doctor mask, which actually operates as a loudspeaker to help his mumbly communication come through. However, he sometimes forgets to turn it on. He is shown to be able to hold his own against Fujitora, one of the World Government’s Admirals.

Much of the Revolutionary Army’s success is due to its powerful members, the strongest of whom rank among the most powerful characters in One Piece.
Karasu has the powers of the Susu Susu no Mi, a Logia-type Devil Fruit that creates soot. He often uses this soot to create flocks of crows, which have a variety of purposes, including but not limited to delivering items, retrieving people, and disarming foes in combat. This variety of abilities gives some understanding as to why the government fears this commander a little more than some of his counterparts.

Belo Betty
Bounty: 457,000,000 Belly

- Deeply charismatic, despite her rude persona
Belo Betty is the second known commander of the eastern branch of the Revolutionary Army. Her predecessor is the deceased Ginny, who was Kuma’s lover and Bonney’s mother. Her design is based on Marianne, a personification of the French Republic, considered a goddess of liberty and a symbol against the monarchy. Specifically, Betty’s design was influenced by Marianne’s appearance in Liberty Leading the People, a portrait by Eugène Delacroix.
This revolutionary is, in some ways, uniquely dangerous to any potential government agenda. Her Devil Fruit, the Kobu Kobu no Mi, allows her to encourage people into fighting, building up their resolve and physical strength in the process. This allows her to initiate potential combatants quite effectively. Her bounty is currently the second highest known in the revolutionary army. However, considering the exact bounties of some higher ranked members still remain unknown, there is a good chance it is not actually the second highest in the army.

Koby
Bounty: 500,000,000 Belly
- Marine Captain, formally resigned to work under SWORD
- Longtime ally of Luffy, knew him before the formation of the Straw Hat Pirates
- Known as a hero for his actions in the Rocky Port Incident
Koby was once a hostage to the pirate, Alvida. After being released by Luffy, he eventually resumed his long-held dream of becoming a marine. After some time and effort, Koby was promoted to Captain. He is currently a member of SWORD, a black ops unit of the Marines, who formally resigned but still operate on their behalf. He was recognized as a hero for saving civilians in the Rocky Port Incident. The exact details of his involvement are unclear, as is the nature of said incident.

Regardless, this distinction led to him receiving a bounty five times as high as the average Captain. He was previously in Blackbeard’s clutches, with the Emperor seeking to use him as a bargaining chip to cut a deal with the World Government. With how high his bounty is, it’s quite possible he could find himself captured again if he is not careful.

“Flame Emperor” Sabo
Bounty: Over 602,000,000 Belly

- Sworn Brothers with Monkey D. Luffy and Portgas D. Ace
- Inherited the Mera Mera no Mi from Ace
Despite being born into nobility, Sabo’s disgust with his family drove him to become intricately connected with many major criminals. He is sworn brothers with two high-profile pirates, Luffy and Ace. While Sabo aspired to be a pirate himself, he only managed to raise up the flag before being gunned down by Jalmack, a World Noble. He was later discovered by the Revolutionary Army, and rose through the ranks to become the organization’s right-hand, second only to Monkey D. Dragon, who is coincidentally Luffy’s father.
He ate the Mera Mera no Mi, which was formerly Ace’s Devil Fruit. It allows him to control and transform into fire, making him one of two known Logia users to work under the Revolutionary Army. Vivre Card lists his current bounty as unknown, but it is likely higher than it was, due to him leading a direct attack against the World Nobles, for the purpose of freeing his comrade, Kuma.
Nonetheless, his bounty is likely eclipsed by Dragon, who was bestowed the honorific of “World’s Worst Criminal” for his extensive anti-government action.

Monkey D. Garp, and The Three Admirals
Bounty: 3,000,000,000
- Some of the highest-ranked members of the Marines
- Garp is the father of Monkey D. Dragon, the leader of the Revolutionary Army, which became a scandal when leaked to the public. He is also Luffy’s grandfather.
- Each Admiral has a Devil Fruit. Kizaru’s gives him light powers, Ryokugyu’s gives him forest powers, and Fujitora’s gives him gravity powers
- Although all of them are at least somewhat loyal to the government, their own personal philosophies tend to differ greatly
A law-abiding man, Monkey D. Garp despises the fact that his known relatives are largely criminals. He has repeatedly thwarted pirates, including the likes of Rocks D. Xebec, who formed a pirate crew many future Emperors would stem from. He was also a consistent rival of the legendary Pirate King, Gol D. Roger. His achievements are such that he has continuously been offered promotions from his current rank of Vice Admiral. However, he has turned them down every time, out of a personal dislike for World Nobles, who he believes he would be forced to work more closely with as a Marine Admiral.
The current Admirals vary widely in terms of ideals. Issho/Fujitora is shown to possess a moral code that, at times, diverges with the orders he is given, and will flout authority when he deems it necessary. Borsalino/Kizaru is shown to “just follow orders” despite his high rank, but at times has reservations about attacking former friends. Aramaki/Ryokugyu is largely not established thus far, but still characterized as a genuine and devout believer in the ideals of the World Nobles, who he truly believes are gods.
All four of these Marines have the same bounty, and it seems to be primarily influenced by their rank, with Garp’s own storied history matching him with his higher-ranked peers. This ten-figure bounty makes them essentially the “Emperors” of Cross Guild’s bounty system. Coincidentally, each bounty is the same amount the World Government has placed on Luffy’s head.
